Duties include the supervision and provision of technical direction, documentation and code to programmers and analysts. Duties also include serving as a technical liaison between Westat management and external clients. Senior Systems Engineer assigned to the Mobile Examination Center (MEC) component of the National Health and Nutrition Examination Survey (NHANES).Duties included the creation of a group-wide class library built upon the Powerbuilder Foundation Class (PFC). This library includes several classes based upon Gamma-Helm design patterns, ActiveX components written in Visual C++ and DLL’s using Power++ (Optima). Miscellaneous duties include occasional UNIX and SQL script programming, and designing and developing a project-wide intranet site. Other assignments included the provision of systems analysis and design for the National Survey of Oral Health in U.S. School Children (OHSC III) Direct Data Entry (DDE) system using the LBMS case tool. COMPUTER DATA SYSTEMS, INC.(CDSI); ROCKVILLE, MD; PRINCIPLE SYSTEMS ENGINEER Hired to as the lead programmer for Immigration and Naturalization Service (INS) projects requiring complete life-cycle development, system down-sizing, cross-platform development and external device integration. Principle systems engineer for the development of a facilities access/time and attendance system incorporating the use of smart card, photo-capture and hand geometry technologies; employing a combination of Visual Basic 4.0, Delphi 2.0, Borland C++ 4.5 and Access 7.0. The distributed system allowed real-time control of multiple points of entry from both the server and workstations, while performing tracking and alarm services. CDSI 1994 Fiscal Year Award Winner for Technical Innovation for developing CDSI’s Automatic Biometric Identification Systemsm. (ABIDStm ), a client-server, open-systems product employing multiple biometric, multiple card media and multi-media technologies to provide secure processing by individual identification and verification. The system is designed to be fully integrated and scaled into any size corporate enterprise by virtue of its ODBC and 32bit compliant architecture (Oracle/2000 and Microsoft SQL Server). Served as the lead programmer for the internationally acclaimed Immigration and Naturalization Service Accelerated Service System (INSPASS). Receiving accolades from over 50 printed articles and CNN, INSPASS is a positive ID system/kiosk for frequent business travelers coupling both hand-geometry and fingerprint biometric identification with ICAO standard machine readable documents. Using MapInfo/MapBasic and FoxPro for Windows, analysis portions of the FARS mainframe system were down-scaled into a PC-based Geographic Information System (GIS) for INS Fleet Management system. The system provide a point-and-click analysis of INS and U.S.Border Patrol vehicle disposition weighed against DOJ and GSA guidelines and standards. Similarly, developed an automated NTIA compliant frequency management system linking a FoxPro database of radio frequency dispositions to their associated locations and CAD schematics using ArcINFO. Provided system support and programming for the Computer Assisted Dispatch and Reporting Enhancement (CADRE), including a port from Dynix/Unix to Sun Solaris. Developed both Clipper-based DOS and C-based Coherent 386/Unix receiver/decoder simulators; the latter was ported to Dynix/Unix platform.
